Trafficking in human beings in South-Eastern and Eastern Europe. Problems and Prospects
annotation
Trafficking in human beings in South-Eastern and Eastern Europe. Problems and Prospects, is the outcome of the first joint project of ARIADNE Network entitled"Registration of actual situation of trafficking in human beings" in 12 countries participating in the Network. This volume contains national reports drafted following the research conducted by the non-governmental organizations in cooperation with state decision-makers, international organizations, and has the objective to identify "deficiencies, gaps or neglected aspects in human trafficking prevention, and to make recommendations for the improvement of the situation existent in the participating countries". On the basis of the evaluation of the situation and assistance needs assessment, the Network intends to adopt an "action plan for the future projects aimed to address the priorities defined by the NGO/partners for the respective country in the field of trafficking in human beings".
Each national report consists of 7 chapters (Introduction, National Legal Framework, General Framework, Implementation of Counter-trafficking Laws, Examples of Good Practices, Deficiencies, Needs Assessment), and the last chapter – Recommendations.. Almost each chapter contains a range of comments referring to the essential feature of the phenomenon in each country separately. The part "Republic of Moldova" (pages 83-104) was prepared by the International Center "La Strada" (written by Tatiana Fomina and Ana Revenco) and is a detailed description of the situation with regard to human trafficking phenomenon in Moldova based on personal research and studies, conducted during five years of activity, as well as on the data available from other international organizations (OIM, OSCE missions to Moldova, other intergovernmental organizations, such as: ILO-IPEC, ILO-Migrant, UNICEF etc., as well as NGO/partners (CPTW, "Save The Children" Moldova, Terre des Hommes, Italian Consortium of Solidarity, IREX, ABA-CEELI etc.)
This publication is designed for state agents and institutions engaged in human trafficking prevention, NGOs that conduct counter-trafficking activities, victims and potential victims of human trafficking (women, men, children who are victims of such social phenomena as poverty, unemployment, lack of education and training etc.), as well as the general public, which by getting informed about the danger of the phenomenon, could contribute to the collective effort for the improvement of the situation.
The initial publication was written in English, and later was translated into the language of each country engaged in the project. The Romanian version of the publication was published in Moldova by the International Center for the Protection and Promotion of Women’s Rights “La Strada”, with the support of the Greek Ministry of Foreign Affairs (HELLENIC AID), Ministry of Foreign Affairs of Norway and the Canadian Embassy in Greece. The publication is available in the library of the Center.

ANNOTATION
The present edition is a collection of materials about the positive experience, which was presented within the framework of the regional workshop “Ensuring adequate assistance to all categories of trafficked persons”. The workshop was carried out by the International Centre for Women’ Rights Protection and Promotion “La Strada” in Chisinau (Republic of Moldova) on November 21-23, 2006. The participants in the workshop were: social workers, psychologists, lawyers as well as other specialists representing governmental and non-governmental structures engaged in counteract¬ing trafficking in persons and specialized in rendering assistance to victims of trafficking in persons in 4 countries – Belarus, Bulgaria, Moldova and Ukraine. The workshop was organized within the framework of the project “Strengthening regional approaches to counteract trafficking in persons” with the finan¬cial support extended by the Ministry of Foreign Affairs of Denmark.
All the materials concerning accumulated positive experience are presented in compliance with the logic of phased approach to rendering assistance to victims of trafficking (VT) – starting from their identification and up to rendering them assistance ensuring their complex reintegration, including such within the frameworks of Na¬tional Referral System (NRS).
The authors of the materials included in the Source Book hope that the exchange of professional experience through its subsequent replication will allow the specialists to harmonize and consolidate interaction at regional/interna¬tional level in the future, and in the end, will improve the quality of appropriate assistance rendered to all categories of trafficking victims bearing on the priority of rights of every individual that has suffered from trafficking in persons. |
