Argument

The Government has recognized and expressed its political will to address the issue of trafficking in persons. The quick response to the problem comprised a series of first-step measures specifically of a legal nature meant to set the basis for specific anti-trafficking activities followed by quick launch of the implementation phase.

Preliminary assessment of first results, though, indicates that the implementation phase was launched without sufficient knowledge of the issue and without considerations of the phenomenon’s complex nature. Thus, in the course of activities implementation, professional groups faced a series of gaps and bottlenecks resulting from the drawbacks of the preparatory phase.

To date, the need of field reliable data, international experience and best practices, thematic researches and studies, facts and findings has increased significantly and explicitly expressed by the anti-trafficking community specifically policy makers and decision factors. On the other hand, the info and consulting sources are extremely limited both thematically and in terms of accessibility.

Lately, the civil society is more and more approached as to address these needs, provide expertise and recommendations. During the last year, La Strada has printed Handbooks and Info Packages with analyses on the issue to enjoy a high interest; it is approached with requests to deliver expertise on legal acts taking into consideration field-data as well as international experience.

The main objective of the Center for Analysis and Lobby is to contribute to ensuring an adequate reaction towards the phenomenon of human trafficking via increasing the efficiency of development and implementation, coordination and monitoring activities.

Beneficiaries:

1. policy/strategy development factors and decision factors, public administration;
2. professional groups (government and non-government, which work with the groups at risk or the victims of human trafficking;
3. international community acting in the field of anti-trafficking;
4. NGOs specialized in the field of counteracting the trafficking in human beings.

Objectives:

1. Investigating and monitoring the situation with regard to trafficking in human beings in the Republic of Moldova, other countries and regions, analysis of influence factors and elaboration of practical recommendations with the purpose of overcoming this social phenomenon. The study for organizing the efforts for counteracting the trafficking in persons in Moldova and other countries (prevention, assistance and protection of trafficking victims, offender persecution, as well as coordinating these activities, normative base, information management and investigation, monitoring and evaluation, other measures for supporting the organization of the process of counteracting the trafficking in human beings).
2. Gathering the information with regard to theory and good practices in the field of counteracting the trafficking in persons, exchange of information with other participants to the process of counteracting the phenomenon and information dissemination.
3. Expertise of normative acts in the field of counteracting the trafficking in persons and elaboration of proposals to their improvement. Participating in the process of elaboration of the normative legal base with regard to counteracting the phenomenon.
4. Dissemination of the investigation results at the national and international level. Preparing and editing the publications on trafficking issue, organizing press conferences, publication of the materials on Web-sites, participating regularly with reports at local and international forums.
5. Actions for promoting the interests of the victims of trafficking in persons during the process of law drafting.
6. The control over the observance of the international standards in the field of counteracting the trafficking in human beings, recommendations with regard to improving the concerned normative act.
